Thanks for your question! There are several ways to approach this project. I'm assuming since you don't say otherwise that all of the photos are 4" x 6". If so, the 8" x 8" postbound albums by Bazzill at My Little Attic are perfect. There is a window at the front for a photo, as you described. You can fit one or two photos per page. That also leaves room for a little embellishment or journaling. If you crop them into squares, you can even fit 4 photos!
I used this type of album for a birthday gift for my husband. It was fast and easy and he loved it! You can add a title page, and even section dividers (e.g., guests, gifts, the cake, activities, etc.) to help organize it. Try to use a common color scheme to keep the album unified. To play up the Luau theme, you could use palm tree accents (easy to cut yourself from green and brown cardstock) or cut a fringe of tan cardstock for a grass skirt-style border.
